Measured Progress has been the contractor for Maine's state-wide assessment programs since 1985. In 2008–09, Maine joined New Hampshire, Vermont, and Rhode Island to become part of the New England Common Assessment Program (NECAP) for its grades 3 through 8 assessments in reading and mathematics. The state continues to assess science in grades 5 and 8 in a separate program under the Maine Educational Assessment (MEA).

Also part of Maine's Comprehensive Assessment System is the Maine High School Assessment (MHSA) for all third-year high school students. The College Board administers the SAT reading, writing, and mathematics tests to Maine students; Measured Progress administers a high school science test.

Measured Progress produces state, SAU, school, and student results for both the MEA and the MHSA. Additionally, Measured Progress develops and scores the Personalized Alternate Assessment Portfolio (PAAP). Based on the results of the MEA, MHSA, and PAAP assessments, Measured Progress produces No Child Left Behind Adequate Yearly Progress (NCLB AYP) results for the state, as well as an NCLB Report Card that includes comparisons with NAEP data, Highly Qualified Teacher data, and Title III reports.
